Have MCO, NEVER Registered. Car Towed.

I obtained the MCO when I bought the car new from the dealer and got the MCO as part of the deal. The car has NEVER been registered. I allowed my license to expire 5 years ago.
Recently a cop pulled me over for not having plates and, upon learning the facts about me and the car, had it towed. I paid the hefty ransom to get the car back and now want to sue the cops and tow company.
Does anyone have experience suing L.E. and a tow company for theft of a car that was NEVER registered?
